MLA ka full form Member of Legislative Assembly है। हिंदी में एमएलए फुल फॉर्म विधान सभा के सदस्य होता है और एमएलए का अर्थ विधायक है। विधान सभा का एक पूरी जानकारी in Hindi (MLA) एक निर्वाचक जिले (निर्वाचन क्षेत्र) के मतदाताओं द्वारा राज्य सरकार के लिए चुने गए प्रतिनिधि होता है।
MLA कौन होता है? (Who is MLA)
MLA एक निर्वाचन क्षेत्र के मतदाताओं द्वारा भारत में राज्य सरकार की विधायिका के लिए चुना गया प्रतिनिधि होता है। विधान सभा के सदस्य (MLA) लोगों द्वारा चुने जाते हैं। भारत जो एक विकाशसील देश है, यहाँ की राजनैतिक व्यवस्था के अनुसार प्रशासन को चलने के लिए राजनैतिक नेतृत्व प्रणाली को 3 भागों बांटा गया है —
- केंद्र स्तर पर संसद और केंद्र सरकार
- राज्य स्तर पर विधानसभा और राज्य सरकार
- जिला या तहसील स्तर पर नगर पालिका या नगर निगम
विधायक बनने का मानदंड (Criteria for becoming a MLA)
निम्नलिखित विधान सभा (एमएलए) का सदस्य बनने के लिए कुछ बुनियादी मानदंड हैं:
- विधायक के पद पर उमीदवार बनने के लिए उसेके पास देश की राष्ट्रीयता होनी आवश्यक है, अर्थात आप भारतिय नागरिक होने चाहिए|
- उसे कम से कम 25 वर्ष की आयु पूरी करनी होगी।
- वह किसी भी निर्वाचन क्षेत्र का मतदाता होना चाहिए।
- वह पागल या दिवालिया नहीं होना चाहिए वह व्यक्ति मानसिक रूप से स्वस्थ होना आवश्य्क है
विधायक की जिम्मेदारियां (Responsibilities of an MLA)
एमएलए की अपनी स्थितियों के अनुसार अलग-अलग जिम्मेदारियां होती हैं, कुछ के पास एक से अधिक जिम्मेदारी होती है। उदाहरण के लिए, एक विधायक होने के नाते वह कैबिनेट मंत्री और मुख्यमंत्री भी हो सकते हैं। MLA की मूल जिम्मेदारियां निम्नलिखित हैं:
- एक विधायक लोगों की शिकायतों और आकांक्षाओं का प्रतिनिधित्व करता है और उन्हें राज्य सरकार के पास ले जाता है।
- उसे अपने निर्वाचन क्षेत्र के सदस्यों के लाभ के लिए कई विधायी साधनों का उपयोग करना चाहिए।
- उसे अपने निर्वाचन क्षेत्र के स्थानीय मुद्दों को राज्य सरकार के सामने उठाना चाहिए।
- उसे अपने निर्वाचन क्षेत्र को विकसित करने के लिए स्थानीय क्षेत्र विकास (LAD) फंड का इष्टतम उपयोग करना चाहिए।
